The Transport Vehicle with Driver must have:

• Between 4 and 9 seats, driver included
• Less than 6 years (except vintage vehicles)
• At least 4 doors
• Minimum overall dimensions: 4.50 mx 1.70 m
• A net power engine greater than or equal to 84 Kw

These conditions do not apply to hybrid and electric vehicles.

The purchase of automobile insurance specific to the transport of persons for valuable consideration is compulsory and must be justifiable during any inspection.

A VTC can only take care of a customer if his driver can justify a prior reservation of the customer.

A VTC can not park on the public road, nor be hailed by a client on the street. Immediate care on the public road is reserved for Taxis.

The ban on electronic marauding was invalidated by the Council of State on 9 March 2016.

A VTC may however park in the vicinity of a railway station or an airport (or inside its enclosure) in the expectation of the client who has booked, but only for a maximum of one hour before taking charge Effective.

Prior reservation must be proved by means of a reservation ticket (in paper or electronic form), which must include the following information:

• Name or company name and contact details of the company carrying out the VTC activity

• Date and time of booking

A VTC can not be rented, but paid to the race.

The total price of the race can be:

• Either fixed and determined at the time of the order
• Is calculated after the service as a function of the travel time (duration of the service) and the distance traveled (horokilometric basis)

Prices are unregulated, unlike taxis whose rates are set by decree.

Each vehicle must display a sign “Transport Car with Driver”, consisting of a self-adhesive sticker indicating:

• The Company’s registration number in the VTC register (in the 1st white square
• The registration number of the vehicle (in the 2nd white square)

The sticker, of green color, the size of 8×8 cm must conform to the model fixed by decree.

It shall be affixed:

• At the front of the vehicle: in the angle of the front windscreen at the bottom left of the driver’s seat
• At the rear of the vehicle: in the corner of the rear windscreen at the bottom right, opposite the driver’s place

It must be removed or obscured if the vehicle is used for any activity other than VTC.

VTC operators must obtain this signage:

• Either by buying the sticker in the shop, from the printer
• Either by obtaining it from a professional organization
• Either by editing it from the model available online (by printing it at real size

Attention: in order to avoid any confusion in the mind of the public with the activity of TAXI, it is prohibited to use a luminous external device

The VTC driver is required to:

• To hold a valid B license for more than 3 years
• To obtain a certificate of physical aptitude issued by the Prefect
• To pass an exam (which replaces the initial training of 250 H)
• Or have experience as a professional passenger transport driver of at least 1 year in the previous 10 years

Drivers convicted of certain offenses are prohibited: punishment of at least 6 months in prison for theft, breach of trust, traffic offenses, etc.

The driver of VTC must have a professional card to carry out his activity. The professional card must be affixed to the windscreen or to the vehicle in such a way that it can be seen from the outside.

To obtain it, the request must be sent at the latest within 3 months. Without a reply within 2 months, the application shall be considered as rejected.

The driver must return his business card as soon as he ceases his activity.

The driver must follow every 5 years a training course of at least 7 hours, which can be divided up, provided at an approved training center.

Training should cover the general regulation of transport law and road safety, innovations in the management of the relationship with customers and changes in professional practices …

At the end of the training period, an attestation from the training organization, signed and dated, valid for 5 years, must be given to the driver.

The registration of a VTC of a natural or legal person established in France or of a person who is a national of the European Economic Area (EEA) who wishes to establish himself in France, is an obligation to work as a VTC operator.

Registration must be made online when the new operator is registered.

It must be renewed every 5 years.

Supporting documents to be provided on first registration:

• Certificate of insurance covering professional civil liability
• Proof of company registration (extract K-BIS or Siren Directory)
• Copy of the registration certificate (car registration) of each vehicle
• Copy of each driver’s business card
• Proof of the financial guarantee for each vehicle used regularly (excluding exceptional events, shows, etc.), the amount of which is € 1,500 for each vehicle. Financial security is not required if the operator owns the vehicle used in the provision of VTC or if the vehicle is rented for a long period (over 6 months). In this case, any proof of ownership or rental of the long-term vehicle must be provided.

The amount of the registration fees of the operators of VTC is set at 170 €.

Any change in the situation, including stopping the activity, must be reported within 1 month.

Note: the intermediary connecting VTC operators and customers, is obliged to file a declaration online in the register. It must be renewed each year.
